MALATE, Manila—The Department of Social Welfare and Development (DSWD) Field Office MIMAROPA will conduct a series of provincial forums on the new Listahanan 3 data-sharing agreements with stakeholders starting this July 27, 2022, in Calapan City, Oriental Mindoro.

This forum is part of our continuous advocacy in promoting the Department’s standard data sharing guidelines and protocols in accessing the list of poor from Listahanan, the government system of identifying who and where the poor are, in compliance with the Data Privacy Act of 2012. The law upholds the right to privacy by protecting individual personal information.

“This October, the result of the Listahanan Third Round Household Assessment or L3 will be launched. It will provide an updated list of the poor in the region that can be used for planning, crafting of policies, research and as the basis for beneficiary selection of various social protection programs and services of the government,” said DSWD MIMAROPA Regional Director Leonardo C. Reynoso.

Thus, it is critical to ensure our standard Listahanan data sharing guidelines and protocols were followed to protect all personal information of the poor households in the database against data breaches and leaks, added Director Reynoso.

Based on the new data-sharing memorandum circular, requests involving personal information and sensitive personal information require the execution of a Data Sharing Agreement (DSA) between the DSWD and the end-user. A registered Data Protection Officer (DPO) by the National Privacy Commission is also required and a privacy manual on security measures. However, the statistical request needs only a request letter.

This clustered forum will be participated by representatives from local government units, regional government agencies, civil society organizations, academe, and media from the provinces of Mindoro, Romblon, and Palawan that will end in August.
